The Board unanimously approved a "Resolution Authorizing the School District Budget to Exceed Revenue Limit by $1,500,000 Per Year for Four Years for Non-Recurring Purposes." and a "Resolution Providing for a Referendum Election on the Question of the Approval of a Resolution Authorizing the School District Budget to Exceed Revenue Limit by $1,500,000 Per Year for Four Years for Non-Recurring Purposes." The referendum question will appear on the ballot in the Tuesday, November 5th election.
22:48 - Review and approval of concrete flatwork bid for new high school. The bid submitted by Parisi was approved. They are also completing the curb and gutter for the project.
31:14 - Discussion and Approval of Amendment to Road Access Agreement With Bader-Spidahl LLC - the amendment requested for the city to allow up to 80 feet of right-of-way for the roadway crossing the current Northside Elementary School lot connecting to the B&S Development. The road will be named "Cheesemaker Way."

1:26 - Recognition and appreciation of the Ann B. Johnson bequest to the School District of Monroe to establish at least 3 annual $5,000 scholarships for graduating seniors. At $668,000+, this is the largest scholarship endowment the district has received and will establish the Michael H. and Ann B. Johnson scholarship. Thank you to the Johnson Family for their generosity and for supporting our students.

As stated at the previous Board meeting, the City of Monroe approved the B & S development to the north of the property. The main entrance road to the new high school will now be from the north. The access road from Cnty KK will not be built by the school district.
As stated at the previous Board meeting, the district will be a part of a community lift station along with the City of Monroe and B & S. The City of Monroe will construct the lift station.

12:00 - Operational Referendum Discussion - Business Administrator Ron Olson provides detailed referendum information and budget projections based on a variety of variables as requested by the Board at the 7-8-24 Board of Education meeting. The administration answered many questions from Board members and there was significant discussion about a potential referendum. The Board asked the administration to draft resolutions for 2 options - a $1.5 million recurring referendum and a $1.5 million non-recurring referendum for a term of 4 years.

47:00 - MHS Building Project Update - Mechanical Electrical Plumbing plans (MEPs) are being reviewed

Rain has impacted the work but earthwork continues as conditions allow
B & S is completing the process with the City of Monroe for housing to the North
Plans are being adjusted to move the lift station off school property since the agreement with the City of Monroe, district, and B & S for a community lift station. The District will provide a $207, 000 allowance toward construction. It will be constructed by the City of Monroe.
50:14 - District Business Administrator Ron Olson provides a recap of Wisconsin School Funding and projections for 2024. The Board has significant discussions regarding referendum options as the current $1.5 million operating referendum expires. Administration was asked to provide additional information at the next Board of Education meeting regarding projections for a $1.5 million, $2 million, and $2.5 million referendum. 17:29 - Discussion and approval of GMP (Guaranteed Maximum Price) for the Abe Lincoln capital improvements project. Includes the Base Bid and Alternate #4. MSD holds the contract with PRA ($84,700) separately from the CG Schmidt contract ($3.154 million)
22:10 - Discussion of approval of North road access to the new high school. Attorney Bill Fahey provided details on the agreement with B & S for a road accessing the campus to the North instead of the planned road access off Cnty KK. With this new agreement, the road from Cnty KK will not be built by the school district. The district will provide a set amount towards construction and the road will be built by B & S and be maintained by the City of Monroe.
34:55 - Discussion and approval of participation in a community lift station. The district will provide a $207,000 allowance toward the construction of the lift station with B & S and the City of Monroe. The lift station will be constructed and maintained by the City of Monroe.
41:50 - MHS Building Project Updates - Update from CG Schmidt
70% of the project has been priced, remaining 30% of bids will go out in July.
We are currently $93,000 under the budget of $82.2 million.
Due to weather, some excavation time has been lost but CG Schmidt is confident time will be made up later in the project.
The water main will be off 31st Ave.
Some of the smaller building projects at the new high school will be completed by students in the Skilled Building Trades class.
Abe Lincoln's capital improvement project is on schedule.

1:25:50 - Business Administrator Ron Olson provides an in-depth presentation on Wisconsin School Funding with historical detail including how Wisconsin funds public and private education differently. Information was presented on the history of school referendums in Wisconsin and in Monroe. Information on the projected deficit for the 2024-2025 school year, cost-saving measures taken by the district, current fund balance, and the options for the future including additional cost-cutting and referendum options.

20:50 - Discussion and Approval of the 2024-2025 Temporary Operating Budget
The Temporary Operating Budget Approval allows the District to continue operating from July 1st until the 2024-2025 Budget is presented for Approval at the Annual Meeting in October.
District Business Administrator Ron Olson presents a comprehensive explanation of the proposed budget and the challenges the District is facing due to increased costs, lower enrollment, and the end of COVID ESSER funds. He also discusses how the District has worked to reduce expenditures to bring the anticipated deficit of $3.2 million down to $2.6 million.
There was also discussion of a potential Operating Referendum and the timeline.
1:03:40 - Discussion and Approval of Electrical Contract
CG Schmidt presented the bids for the electrical trade partners for the high school construction project. Trade partners are brought in for their expertise during the design phase which typically helps reduce costs and future change orders.
PDC was approved for the exterior electric and NEXT was approved for the interior electric. The cost was $806,000 over the budgeted amount but overall the project is about $250,000 under budget for mechanical, electrical, and plumbing.
1:18:09 - Discussion and Approval of Structural Contracts - The bids presented were hard competitive bids vs. trade partners. When a hard bid is approved, we are contracted for the bid amount and the contractor can order materials.
Structural bids were for building concrete, site concrete (sidewalks, etc), pre-cast concrete, structural steel fabrication, and steel installation
CG Schmidt was approved for concrete and the bid was $300,000 under budget
Wells was approved for pre-cast concrete and the bid was $401,228 under budget
JP Cullen was approved for structural masonry and the bid was $114,963 over budget which was the lowest of the 3 bids presented
Weld Corp. was approved for steel fabrication and the bid was $867,717 under budget
Capital Steel Erectors was approved for structural steel installation and the bid was $596,425 under budget
1:52:30 - High School Project Update
29% of the project is left to bid. 46% of bids have been presented, 25% of bids have been received but not processed yet or we are waiting to receive bids
Many bids have come in under the budgeted amount while some have been over the budgeted amount
Work began at Abraham Lincoln on the improvements that will be completed over the summer including new HVAC, updated mechanical and electrical, and remodeling of some of the bathrooms for better accessibility
A meeting for the community to provide input on Legacy items they would like to see in the new high school will happen sometime this summer. A date has not been set yet.
Work has begun on the high school site and topsoil is being moved. A site fence is going up on Friday, June 14th.
The District is still in negotiations for road access to the North of the new high school. If an agreement can be reached, the road to the high school site from Cty KK will not be constructed by the District
Expected to have the GMP, Guaranteed Maximum Price, by September
CG Schmidt is waiting on landscaping for the new school because the City of Monroe is considering revising existing zoning codes which would impact the project.

There was significant discussion and information presented regarding the bid and approval process. Hooper was approved for the plumbing contract and North American Mechanical was approved for the mechanical contract.
New Monroe High School Groundbreaking Ceremony - May 14th, 2024
Thank you to everyone who joined us at our Groundbreaking Ceremony on May 14th for our new high school!
It was exciting to have our students be part of the program with the MHS Choir singing the national anthem, the MHS Band playing the school song, cookies provided by the MHS Life Skills class, and students from grades 6-9 shoveling the first piles of dirt.
Sitework has begun and we can't wait to watch the new high school take shape!

March 22nd, 2024 Update
We are excited to announce that, on March 21st, the School District of Monroe closed on the 71-acre property that will become the site of our new high school campus (formerly known as the B &S property). We expect PRA, our project architects, to have an updated 3D fly-through to share with the Board of Education and community at the April 8th Board meeting. The project is on schedule for groundbreaking in early May and we will announce the event details once finalized. Additional updates:
At the March 11th Board meeting, the Board of Education approved the bids for the work to be completed at Abraham Lincoln. Work will begin as soon as possible after the end of this school year and the majority is expected to be completed before the start of the 2024-25 school year.
Soon, we will be discussing areas of the projects which would benefit from additional community support.

1:38:29 - Dan Chovonic of CG Schmidt presented a very preliminary budget. The project is currently 1.5-1.8% over budget which is to be expected at this stage of the design phase where it is not unusual for a project's budget to be +/- 2-3%.

We are working on satisfying all of the contingencies. Some contingencies require other contingencies to be completed before the next step can begin and the time it takes for processing by other agencies is beyond our control. The due diligence period has been extended to Dec. 31st and we are seeking another extension for the end of April 2024. 3 contingencies still need to be met: permit from DNR for the 2nd access point, a Conditional Use Permit, and additional Title Work needs to be done to vacate some roads that were added many years ago in anticipation of a subdivision.
There will be a Community Information Session on January, 24th, 2024 at 7pm in the Monroe High School Performing Arts Center PRA and CG Schmidt will present conceptual renderings and a 3D fly-through of the new high school at the Community Information Session

Wetland Delineation has been completed
Mapping on East and South portions of the property has been completed
Traffic study starts 9/26/23 and will take 10-12 weeks to complete
Preliminary Sight Line study is complete
On 9/13/23, the Monroe Plan Commission moved the Certified Survey Map forward and it was approved by City Council on 9/18/23
Petition for annexation will be filed by the owners of the B&S property to start the annexation process
Crops are expected to be removed by early October and we will then determine the locations of core sampling for structures
Hoffman-Keel was selected by the Board as our Owner's Rep for the project, the contract is complete, and their official start date is 10/1/23
On 10/6/23, a group of MHS staff will be touring educational facilities at Wisconsin Dells, Milton, and Blackhawk Technical College-Milton Campus

Preliminary Geotechnical Exploration Report
CG Schmidt has completed the review of the Preliminary Geotechnical Exploration Report compiled by CGC on July 17, 2023, and outlines the preliminary subsurface exploration program for the proposed 70-acre Monroe High School site. CGC is a professional geotechnical engineering and testing firm based in Madison that was engaged early in the process to ensure soil viability. The purpose of this preliminary exploration program was to obtain an initial understanding of the subsurface conditions across the site, and to provide preliminary geotechnical recommendations regarding site preparation, utility infrastructure, pavement, and foundation design and construction. It was confirmed that the subsurface conditions for this study were explored by excavating five (5) test pits across the proposed campus.
The engineering report preliminarily verifies that the site is generally suitable for the planned development. To plan for this, CG Schmidt has included a contingency in the total project budget to cover and address the soil and site requirements.
